I understand the problem, but the way that authorization is performed on the 
workflow download is done that way for good reason.

Being shown a HTTP authorization prompt is no use to those that use OpenID to 
use myExperiment.

If this is a problem for API access, then it needs addressing in another way.  
Since the failure case needs specific (and different) responses for HTML and 
API access, we need to detect that server side and give the relevant response.
