Hi all,

I've committed an initial Rails 2.1 project for the BioCatalogue 
codebase and have begun a "Codebase Guidelines" page here: 
http://www.ebi.ac.uk/ebiwiki/biocatalogue/doku.php?id=development:codebase_guidelines.

Please note the "Important!" section, which explains what files should 
never be committed to the repository.

Feel free to add to the wiki page (or combine that page with an existing 
page).
