Hi All,

I have removed captcha.yml from the svn and replaced it with 
captcha.yml.pre.  If you are setting up captchas on a box make sure you 
create a copy of captcha.yml if it doesn't already exist. If you are 
copying from captcha.yml.pre, make sure you edit captcha.yml to add in the 
words you want to use for your captchas.  These instructions have been 
added to developers.txt and are also on the wiki installation page.
