[Monotone-debian] suggestions for the monotone Debian package

Hello.

Please consider the attached trivial changes.  They will hopefully
spare time when addressing serious issues like the update to botan2.

Policy 4.1.3 recommends against a variable in /etc/default/ inhibiting
the server process, because it hides the actual state of the process
to the init system.  I have bumped the Standards-Version because
"recommends" is not "must", but it is worth mentioning.  See paragraph
9.3.3.1 of
https://www.debian.org/doc/debian-policy/#document-upgrading-checklist.
