I've done quite a lot of work with this, adapting to changes made in
upstream monotone as well as doing what changes what needed after
rewriting debian/rules to work with dh.  Reading policy chapter 4, I
noticed that section 4.9 must have changed since last time rules was
crafted, the newer wording seems to make things much simpler (while
still maintaining the behavior about build|build-arch|build-indep that
everyone seems to complaint about).

Anyway, please have a look and please try some of the cases wher we've
run into trouble before.

Also, I haven't yet tried to actually install the new packages.  I
don't expect much trouble with most of them, it's mostly
monotone-server that might have to be tweeked a bit further.  I'll
work on that tomorrow.

P.S. Oh, by the way, there's quite some activity on [unstable] lately,
it seems.  I take it the freeze is lifted?
