* uri.cc (parse_uri): properly parse URIs without scheme before their authority
* unit-tests/uri.cc (test_one_uri): make "//" required after a given scheme,
  but do not add it when no scheme is given, i.e. "//venge.net"; add a couple
  of more "bizarre" URI tests for that
* NEWS: note the bugfix
