ChangeLog: 

Merge Debian-specific changes from .debian-diff branch.  Of note:
 - debian/rules build will not run netsync tests anymore, and will not
   use a parallel build by default (you can get a parallel build with
   DEB_BUILD_OPTS=parallel=<n>)
 - The monotone binary package now Suggests: monotone-doc and monotone-server.
