ChangeLog: 

* lua_hooks.{hh,cc} (hook_exists): new function
* selectors.cc (decode_selector): ...used here to determine if we can
actually expand the given date selector (if --nostd is given, we can't);
added a FIXME note that we need better date cert recognition if
hook_expand_date is not called, as we stil assume we have a somewhat valid
date string there
