Quotes in quoted strings

I'm trying to figure out the semantics of a quoted string so I can
automatically generate passwords for the HTTP interface.

The manual only mentions that quoted strings are surrounded by double
quotes. It does not mention how to escape any quotes in a quoted string.
A thread from 2002 indicates that double quotes in a quoted string are
impossible.  I was curious if there have been any updates since then.
