You are not doing anything wrong. The Time test only works if you live in the
CET timezone which I guess you don't. We've created the following bug-report
which has more details.

For now it is safe to ignore this as the function in question is not used in
Monit. The unit tests are used by us internally and since we all live in CET
the problem apparently went unnoticed. So thanks :)
