What happens, if you comment out that line? Will it start monitoring?
Here are my relevant line from my postfix configuration:
if failed host localhost port 25 protocol smtp with timeout 15 seconds then
restart
if 5 restarts within 5 cycles then timeout
I seem to remember that the timeout of 15 seconds was important.
