What do you mean by issue a command back to Monit?

I would like to know if Monit can wait for an event before restarting a service? My scenario is the following:

1.       Event A is detected by Monit and stops a service.

2.       Monit then issues an ‘exec’ command to start another app to perform some action (in this case install some files).

3.       Monit waits for Event B (indicating that the app completed) and then restarts the service.

Is this scenario possible to do with Monit?

Can not the 'other app' issue a command back to Monit when it's finished?
