monit 4.9 for debian etch

Greetings, all.  I've created a backport of monit 4.9 for Debian etch
(the stable distribution), and offer it here for anyone interested.

All I did was recompile Stefan Alfredsson's official package with the
updated source to save myself some time when installing this on new
boxes.  Stefan, thanks for your work on that package thus far, and
thanks to everyone else who's contributed to monit itself as well.
