unmonitor will only work if you're running the monit Web
interface. :(
I've occasionally run into that problem, it's unfortunate and one of
the only "architectural problems" I see with monit. None of the base
functionality of monit should rely on the presence of its webserver,
the webserver should be there only as a convenience for those that
want it.
