This hack should do what you want. The idea is to use a test that  
always will fail and only run this test every hour. Ugly, but should  
work.

set daemon 60
 ...
check file monit.pid path /var/run/monit.pid
       alert address@hidden with mail-format {see manual}
       if timestamp != 1 second then alert
       every 59 cycles
