I think the solution which you merked may be good. You can use service dependency in monit to let all remote services depend on your remote gateway availability.

The gateway ping test may be parent of remote services tests. If the ping test to the gateway will fail, you can use "unmonitor" action to stop the monitoring of given services. In such case will be all childrens unmonitored too (the action is propagated down the dependency tree).
