Using Monit as master daemon..

Hi,

I'm new to Monit. I would like to know:

1. Is it possible to configure and use Monit as master deamon:
            3-tiers architecture (client: presentation, master-Monit,
slaves-Monit)?

2. Is it possible to use Monit with none-web client 
                ex: C++, Java or Python client?

3. As I understood, it could be not possible to distribute
                Monit with a our "commercial" software?
