While figuring out the other, I figured out how to put in a tm_gmtoff
test in configure.in. So, we now use the tm struct if we have tm_gmtoff,
otherwise, it's the old way.

This now compiles and runs on:

RH7.3
FreeBSD 4.6
Solaris 8
