I experience the same problem going from 2.5.16l to 2.5.19-21 and I have 
"max_hard_download_rate = 0".

I even let mldonkey recreate the conf files from scratch to be sure that 
old tweaks couldn't interfere. I then just rest the max download/updload 
rates to 0 and 9 respectively.

For each new release I waited for one full day to have meaningfull stats 
before reverting to 2.5.16l which then gave back usual download speed 
(without conf file change, only file_sources.ini must be deleted for 
2.5.16l to start after a more recent build run).
