[Mldonkey-users] queued-out sources; where is it?

Where in the code is the functionality behind deciding the queue 
position for the client is too high, and thus throwing out the source?

Nearly all of my sources are marked "Queued Out".  I could give a 
crap about queue length, I want the files- I'll sit on the queue as 
long as need be, and I'd like to change the limit.
