I've been thinking about the gtk stack upgrades especially the newer versions requiring meson. As it stands we need basically to have meson as a packaged component to be built, however technically all we would need is a meson wrapper built. 

This would require the meson requirements added as a dependency. Other than that, the meson.mk file just would need to set the cross build file and a wrapper script that invokes defaults and points meson to the cross file. Aptly named x86_64-w64-mingw32.{static,shared}-meson as for patches, I've been trying to adapt some of the patches we have and updating them, but I'll have to look at maybe doing an entire refresh for now.

Oh, the most important thing… the goal of this whole idiotic endeavor is to eventually be able to update librsvg to the newer versions that require rust and cargo to build. Although for that we’ll also need to update pango and glib2 probably so maybe Zach Bacon might be able to help with that if he’s made any progress with using meson. (If not, I guess we could always just update to something in-the-middle; say pango 1.40.14 instead of 1.42+ and with that we might not need to update glib2 at all.
