IMHO that sounds like a different usecase then MXE and I think MSYS2
covers that quite nicely.

How MSYS2 is connected with MXE ? I dont mean having a server to upload packages. what I meant is a feature or a make target to be precise, in mxe 

Like make pkg-download and pkg-update-checksum, there can be make pkg-devel

Distribution of this package can be done via MSYS2 or simple archive setup
