It’s a problem with the forge software they use (a similar thing happens with gforge.inria.fr) where it uses a numeric identifier in the url and not the file name. This line:

wget --no-check-certificate -O- 'https://forge.ocamlcore.org/frs/download.php/979' > out

will actually fetch the 2.16 release with the same checksum. Try this url (from http://lablgtk.forge.ocamlcore.org/):

https://forge.ocamlcore.org/frs/download.php/1261

instead.
