No, but it's also a part of mingw-w64: 
http://sourceforge.net/apps/trac/mingw-w64/browser/trunk/mingw-w64-headers/direct-x/include/xinput.h

Does SDL2 require these or can you disable the functionality if they're missing?

It looks like it is needed - I could of course use the dummy driver for now - but this is of course no option for the final version of the mk file.
