[Mingw-cross-env-list] Portaudio update

Hello,

I noticed that the Portaudio project has a new release [1] that the
update script is missing since it's now a *.tgz. I had a go at
upgrading, the patch and autoconf are no longer required, but it seems
to be missing some defines from directx/dsound (DSSPEAKER_7POINT1 &
TIME_KILL_SYNCHRONOUS).

Would someone who is familiar with this like to have a go at updating it?
