[Mingw-cross-env-list] Support for sox/libsox

Hello,

I need sox/libsox in order to port imagination
(http://imagination.sourceforge.net/) to windows.
I've attached my proposal for sox support.
Please note: I added an explicit dependency on lame/libmad for mp3
support as I need it, more dependencies could be added on request (the
user can also install the dependency before compiling sox).

Thanks a lot for this cool piece of software. Would you consider
including .mk to compile end-user software or is it explicitly libraries
only ?
