Hi Simon,
After further discussion with my fellows, I think you may be wrong.
Gcc can be built to run natively on Windows.
There are plenty of GCC cross-toolchains which run natively on Windows,
they are configured exactly as I thought:
--target=arm-elf --host=i586-mingw32msvc --build=i386-linux
