[Mingw-cross-env-list] [PATCH] New package: ImageMagick

Hi!

Attached is a Makefile for the ImageMagick libraries.

There are two issues with ImageMagick:
- The imagemagick.org FTP server removes releases after roughly six
months. The Makefile uses the ftp.nluug.nl mirror, which seems to keep
releases available for several years.
- ImageMagick makes a new release every few days. I'm not sure what the
right time for an upgrade would be. One idea would be to track the
package version of a Linux distribution with a predictable release cycle
(e.g. Fedora or Ubuntu), so that Mingw-cross-env uses a release that has
seen some testing.
