Yes, it is possible, but you don't need mingw-cross-env for that.

These projects look promising. Feel free to propose src/*.mk file
for those projects. Just take an existing *.mk file of a similar
project (e.g. from another already supported GNU library resp.
another google-code library), and modify it according to your
new package.
If you have any trouble with that, don't hesitate to ask. Also,
feel free to propose unfinished *.mk files, maybe some other list
members will help you to get the details right.
