You're right. I was able to work around it by adding

    --disable-real-codecs

This is not nice, and a missing feature, but at least
it compiles at all.

I also had to fix a bug that caused "make install"
to fail by trying to install the *.def file, which is
1) not generated on a static build and 2) completely
useless.

With those two changes, Xine-lib finally compiles, so
I included it:

I'd be happy to include support for that library. Feel
free to provide a working ffmpeg.mk.

Then, just change xine-lib.mk and replace

    --without-external-ffmpeg

with

    --with-external-ffmpeg
