This seems to be an issue with the timestamps of the files that
were modified by the guile-win32.patch. The guile build should
never attempt to run the autotools.

I just tried to fix this:

Please check whether this works for you. If it doesn't, please
run in debug mode and send the output to me, i.e.:

    cd tmp-guile/guile-1.8.7
    make -d
