Arghh.. that command was wrong. Sorry for the confusion.

The correct commands are:

    cd MINGW_CROSS_ENV/usr
    rm bin/i686-pc-mingw32-pkg-config
    mv i686-pc-mingw32/bin/pkg-config bin/i686-pc-mingw32-pkg-config
