I started working on something that looks a lot like what you described.
I hope to have a prototype UI and a some basic recipes in a few weeks.
There should be Summer of Code/Outeachy participant working with me
on this during the northern hemisphere summer.

It's basically a UI for users to add sites (think "vhosts") and
applications to those sites. Each application corresponds to a chef
cookbook which:

- will be applied when users change anything in the configuration
- is part of the tool itself (i.e. no random cookbooks from the internet)
- rely on distribution packages (i.e. no random stuff from the internet)
- makes the cross package configuration and other things that are needed
  for the application to just work.

In principle the idea is to use a distro-agnostic approach but the
initial focus will be Debian because that's my thing. I will love to
have people from other distros helping out and keeping me honest though.
