Please tell more: what Windows port are you using (I'm guessing it's
Cygwin), what problems in it prevent it from supporting your module.mk
and why, and where did you get the binary that fixed this.

Please don't assume we remember everything you wrote earlier in this
thread or elsewhere in this list. Please repeat relevant information,
so we could give you helpful and intelligent responses.

Yes this was on Cygwin but may be a general WIN32 problem.

I downloaded this working version binary
http://www.cmake.org/files/cygwin/make.exe
 
I actually forgot where I had got it but google helped me to remember.
 
  this was for another project/team looking for a quick fix
  our project likes to build from source when possible
