I see that only uppercase env variables can come into a makefile. Env
variables that contain lowercase letters cannot be seen from a
makefile. This is not true for linux builds of make where any env
variable is accessible from a makefile.

Please show a complete (but preferably short) test case that exhibits
this problem.

Is this behavious expected?
