Sorry, I must have not composed my email correctly.  I meant I did not
change anything other than ordering in config.h.W32.template. (To my
knowledge)

Atm this is defined by the build bat, NMakefile, and generated Makefile.
We could consider putting it in config.h.W32.template at some point.
Equally it is fine to leave it how it is, as it does not make so much
difference.  Paul also asked about this.
