Oops, sorry.  I remembered that there are still uses of __STDC__ in
make.h, so I looked into ChangeLog and saw what I wanted to see...

So, given that you said "Convert uses of __STDC__ to
HAVE_ANSI_COMPILER.", why there are still __STDC__ in make.h (and
elsewhere)?  Should they all be converted now?
