I don't know much about the Windows system, but as far as I know no one
has gotten all the regression tests to run on Windows.
Also, the Cygwin version of GNU make _IS_ different from the one that is
provided by the FSF. I don't know exactly what changes they've made,
but they definitely have made changes.
