FWD: [patch #3679] Clean handling of CTRL-C events on Windows

I tried to recreate the original problem, using both cmd.exe and cygwin. I was not very successful, unless I used the -d switch, then it was fairly easy to get the make process to die by pressing CTRL-C. I installed the patch, and have not been able to get a failure, with or without -d. Sometimes the CTRL-C will come while processing a batch file, and I'll get the "Teriminate batch job" prompt, but once I answer the prompt, make always exits gracefully.
