IIRC, Windows doesn't like c:/Foo/Bar//../Bar but c:/Foo/Bar/../Bar works fine. One has to make the determination, is the user or the program at fault to declare this a bug or not. The program could remove the trailing / for both UNIX and WINDOWS without consequence except a little extra CPU cycles.
