I've made this work. That is,

didn't exist before, and now it does.
Fixing this for all and future lists would not be hard, but ... another
day, another time.

I wonder if attachment.diff is somewhere in the filesystem, but not
joined up to the incoming HTTP GET's path.
Good sleuthing. That was indeed what was happening. On lists.gnu.org,
unfortunately, the public html archives are set up in a separate area
from the mailman archives, and the per-list attachments/ directory
existed only in the latter, not the former.
For the record, I just made a symlink:
ln -s /var/lib/mailman/archives/public/groff/attachments /home/mharc/html/groff
