plzip.cc:29:19: error: lzlib.h: No such file or directory

 From plzip-0.1/INSTALL:
"You will need a C++ compiler and the lzlib compression library installed.
... Lzlib is available at http://www.nongnu.org/lzip/lzlib.html.";

It is reasonable to expect that ./configure will detect the absence of
lzlib.{h,a,so} and give an explicit error message with help on how to
meet the requirement.

It is also reasonable to expect that installers will read ./INSTALL.
