The option can be used in three ways:
1. change DISPLAY from <nothing> to "something",
2. change DISPLAY from "something" to <nothing>,
3. change DISPLAY from "something" to "something".
I don't know that (1.) is any less (or more) useful than the others, so
it doesn't seem to make much sense to get rid of the option just in that
case.
I don't *know* of any situation where (lynx runs and) setting DISPLAY can
never be useful. Under Windows or even under DOS one might invoke some
external application that makes use of it.

Let's leave that to local installers, or packagers. For example, Debian
GNU/Linux has a distribution-wide policy that applications use a wrapper
script called "sensible-editor" by default (which in turn may check
"$EDITOR" or "$VISUAL").
