lynx-dev dev10 on borland

I have updated my lynx for Win32 using borland C++. This time the
entire download, compile, zip and ftp upload was done in Win98. I used
the lynx executable itself to download the last zip file so it has had
some testing. See: http://jim.spath.com/lynx_win32/

The build problems with errno and current_codepage exist. Is it OK to
have #defines on a compiler basis? I hesitate to do this because I don't
know if the problems exist on other compilers or library collections,
etc. For you students out there, Borland C++ builder is available for
under $50 from some sources...

Before 2.8.3 is frozen, I'd like to see these improvements:

*) one step Borland compile. Besides the above tweaks, I need to
build chrtrans first, then the rest of Lynx. I haven't had time
to unravel makefile.bcb to do this. It should also verify that
all chrtrans files are there rather than say "check this by hand"

*) Fix the network lookup problem that Lloyd Rasmussen reported.

*) Test the readme file on some more novices.

*) self-extracting executable?

*) NLS under Win32?

Not that that matters to me. Nothing matters really.
