lynx-dev config problem continued

I tried builidng an old version of lynx and it also failed, leading me to
believe the problem is in my environment.
I tried running ranlib on libslang.a but that didn't make the
problem go away. (Still can't link to -lslang.)
However, I did find the following near the bottom of config.log:
configure:7979: gcc -o conftest -g -I/intac/u4/leaves/slang/include
-I/intac/u4/leaves/ssl/include -DBSDI conftest.c -L/usr/lib/slang -lslang -lm
-L/intac/u4/leaves/slang/lib -L/intac/u4/leaves/ssl/lib -ltermlib 1>&5
This fails to link.
NOTE that -lslang appears on the command line before
-L$HOME/slang -L$HOME/ssl.
This is clearly wrong.
Any ideas what may be going wrong?
This used to work.
I would like to find a solution so I can fix Phillip's 123- bug in
the latest version.
