it's not the version: presumably the file has disappeared somewhere.

change  lynx.cfg  to  STARTFILE:.  (yes, that's `.'),
which will start Lynx with your current directory:
the next development version should have that as default.
of course, you can try any other URL you choose, which is accessible.
