I have to say that the cygwin (Windows 95/NT using cygwin.dll) version of
lynx.exe doesn't seem to use the NSL fork well either, and the symptoms
listed above apply.  (BTW, ps.exe exists on cygwin, but cygwin uses some
kind of a split-stack arrangement to implement calls to fork().)

N. B.  The cygwin version of lynx is generated by a call to 

        ./configure --with-screen=slang --with-nsl-fork --with-libz

in a Dos window running the cygwin bash$ shell.
