No, its a port of pppd (http://ppp.samba.org/, somewhere around a 2.x version 
with bugfixes backported from the newest versions). However, the guy who ported 
it is unfortunately not very active here, any more.

I did an effort to clean up the PPP code (and backport some bugfixes done in 
the original pppd), but that's all reading the code only and opening local test 
connections. That doesn't make me an expert on the PPP protocol or any other 
internals, though :-(
