I'm unsure if windows is a good reference. Try BSD instead.

ARP replies are the authorative source of Ethernet
addresses whitch are the interface to a specific IP.

I'm not sure if gleaning is wrong, but it pollutes the cache
with ununed entries since higher layers might never use them.
