Details:

This patch implements RFC 4191 section 2.3 - route information options. This
was previously a TODO in the code.

Adds
- parsing of route options in nd6 input
- table to hold options
- invalidation timer checking added to nd6_tmr
- opt.h options to turn off and select number of routes


Tested
- patched on esp32 M5 stack - able to ping thread side of an open thread
border router using radvd to send options
